Look in your PowerCADD application folder, and somewhere in there is an application called ODAFileConverter. Use that application to convert DWG files to older versions. Whats the latest version to AutoCad DXF file, PowerCad 9 will accept. Recently I requested a file coming from a recent version of Acad but PowerCad couldn't open it. I had to request the oldest version of DXF they could save as. I believe they saved it as v2012. The file did import but a lot of stuf...
