Paul, with PC9 running on an older mac mini, are you able to work off the same Mac computer you use running post Mojave software? I read that VMWare for M1 Macs will be available around July-August
Also I think Parallels already does support M1's
I believe you can still download the Mojave installer…I did a few months ago myself.
