I think it is in the Utilities folder within the PowerCADD application folder. I downloaded a more recent version of ODAConverter, but it wouldn’t run on my 2015 iMac under Sierra, so I am glad I still had the older copy.

Recently, I've received some AC drawings that I had a hard time getting to open. Finally, I used the ODAFile Converter app to same them as 2010 Binary DXF's and was able to open them. I finally got my iMac up and running on Sierra again. It turned out that my problem (kernel panics) was not some corrupt system file but a damaged hard disk. When I took it into the Apple Store, they anticipated replacing the RAM and logic board. Instead, they replaced the hard disk. After it was up...

I have been using Time Machine and SuperDuper and BackBlaze. (I'm sort of paranoid!).
