I've sent a report to Technical Support.
It's a serious issue because I can't utilize this valuable tool for my reference points, my door and window schedule symbols, etc.
When I try to activate the tool, the entire program crashes!
What I currently run:
MacBook Pro 2019 15 inch
2.6 GHz Intel Core i7
16 GB 2400 Mhz DDR4 memory
Intel UHD Graphics 630 1536 MB
MacOS Mojave 10.14.6

This happens with me as well and has been a bug for some time. I am also on 10.14.6 but do not think it is related to Mojave.

As I recall, this is due to a corrupt font.
Use the Fontbook app to eliminate any bad fonts.
The Balloon Text tool uses the font selected by the PowerCADD Text tools.
Select one of these tools, and choose a font that you are sure is good.
Then you should be safe with the Balloon Text tool (or any similar text tools in WildTools.

Can't activate Balloon Text Tool
The solution I got from Tech Support- Todd Stanley- worked.
I resolved the crash by double-clicking on the tool, choosing a different font from the font menu, then choosing the desired font. When I option-clicked to open this tool, the tool opened.
