I have never been able to do this reasonably. I want to scale multiple objects in my drawing by the same amount about their individual centers, so they don't change location in the drawing. I can't just select them all and scale because this treats them as a group and scales the space between them as well. This seem like an elementary operation.

Why don't you use the WildTools Scale tool and check the radiobox for Objects or Objects and Pen Sizes (whichever you prefer to scale), and then select the center dot in the display? That will do the elementary operation you're looking for.

Maybe then I'm missing something basic about the interface. I want to scale all the already-selected objects, not click on them one at a time after selecting the tool. Is there a way to apply the tool to the already-selected objects, or to say "do this to all the objects I'm about to select"?

Option+Select the tool to create the settings you want to use. Choose selection by window or by finger under the click-pause-drag window. Now use the selection technique you chose to select the objects you want to scale and click the tool to execute the scale.
That should give you the results you described. I am curious what the application of this function is.

Thank you for that hint! It was the click-pause-drag action that I hadn't understood, that lets you apply the scale action to multiple objects without having to click on each one.
My application? I was creating a land survey drawing that is designed for D-size paper, but I wanted also to print a version on letter size paper where I could see the property outlines as well as objects and symbols in certain layers that needed to be legible. Scaling down the whole drawing to letter size would make the text and other objects too small to make out, so I wanted to create new layers where these text and these objects were much bigger, so they would be legible when shrunk down to letter size.
Various other times I decide, only after I created a lot of objects at a certain size, that I wanted them to be bigger or smaller in the drawing without changing their center positions.
