As I incompletely understand it, you cannot run 32 bit virtual software or emulate 32 bit software on a 64 bit operating system.

I don't think that's the case since I'm running PowerCadd in a VM on a 64 bit Intel Mac Mini…

The problem is Mojave is the last macOS that supports 32 bit applications, and the M1 requires Big Sur or later. From everything I’ve read neither Parallels nor VMWare Fusion plan to emulate Mojave on Apple silicone. It would be a massive undertaking to emulate an Intel processor on the M1.
